NEW DELHI: The Delhi Police has reshuffled five IPS officers, assigning new responsibilities across traffic, economic offences, intelligence, operations, welfare and legal affairs.
A significant change involves Chinmoy Biswal, a 2008-batch IPS officer who is currently Joint Commissioner of Police (Operations).
He has been given an additional charge as Joint Commissioner of Police, IPSO, while continuing with his existing responsibilities in the Operations wing, as per the official order dated September 9, 2026, and issued by the Delhi Lt Governor on recommendation of the Police Establishment Board.
Among the key changes, 2010-batch IPS officer Dr Eish Singhal has been posted as Additional Commissioner of Police in the Economic Offences Wing (EOW). Singhal has recently returned from central deputation, where he served as Deputy Director in the Intelligence Bureau. Singhal has handled several sensitive assignments during his career, including border-related matters with Pakistan while posted in Amritsar. He also served as First Secretary at the Indian Embassy in Doha, handling labour and community welfare, visa and OCI-related matters, before completing his diplomatic tenure in August 2026.
Before his central assignments, Singhal served as SP Daman, SSP Chandigarh, DCP Traffic South Delhi and DCP of the New Delhi district. He also served as the Delhi Police Public Relations Officer. The EOW deals with cases involving financial fraud, cheating and other complex economic offences, making the new posting an important investigative responsibility.
Dinesh Kumar Gupta, a 2010-batch AGMUT-cadre officer, has been given the additional charge of Additional Commissioner of Police (Traffic). He will continue in his primary role as Additional CP of the Delhi Police Housing Corporation Limited.
Gupta has extensive field experience in Delhi, having served as DCP in several districts and specialised units, including New Delhi, East, North-East, South-West and Rohini.
He has also served in the Special Branch, Railway and IGI Airport units.
Between 2020 and 2023, Gupta was deployed in Arunachal Pradesh as Commandant of the 1st Armed Police Battalion in Chimpu, Itanagar. He has received several meritorious service awards.
Vikas Kumar, a 2013-batch AGMUT-cadre IPS officer, has taken charge as Deputy Commissioner of Police (Traffic). Kumar has experience in traffic and security-related assignments. Before his Delhi posting, he served in Ladakh as SSP Traffic while also holding additional responsibilities as SSP Security and SSP Police Telecommunication.
He had earlier served on central deputation between 2021 and early 2025, including a stint as Superintendent of Police in the Central Bureau of Investigation.
The reshuffle also gives Isha Singh, a 2021-batch IPS officer, additional responsibility as DCP, Legal Cell, alongside her existing charge as DCP, Welfare. Singh joined the civil services after working as a human rights lawyer.
Before her Delhi posting, she served in Puducherry as SSP, Vigilance and Anti-Corruption.
After being transferred to Delhi, she initially served as Additional DCP-I in the North district before taking charge as DCP/Welfare. Her legal background is expected to be relevant to her additional assignment with the Legal Cell.
The latest changes bring together officers with varied experience in investigation, traffic management, intelligence, field policing, legal affairs and police welfare.
The additional charges given to some officers also indicate an effort to align existing administrative responsibilities with their experience in specialised areas while ensuring continuity in their primary assignments.
